What is the Single Permit?
For many years, business owners in Puerto Rico were required to process a multiplicity of permits in order to operate. This meant that owners had to visit various government agencies to complete all the permitting. However, with the approval of Law 19 of 2017 to Simplify and Transform the Permitting Process, the process began to evolve. Today, only the Single Permit is required, which includes several procedures, licenses and permits in a single application. All merchants, even those who already had their permits issued, had to make the transition to the Single Permit by August 21, 2023. Initially, a period of two years was established to carry out this transition. However, since that term was not met, the process was extended until August 2023.
The Single Permit is processed before the Permit Management Office, better known as the OGPe, and includes several permits necessary in Puerto Rico to operate a business. This system simplifies the procedures for evaluating and awarding applications to start or continue business operations on the island.
Some of the permits that can be processed through the Single Permit are:
- Use permit
- Environmental compliance license
- Fire prevention certification
- Sanitary license
- Construction Permit
- Construction and Location Consultation
- Lot Variation
- Any other type of license or authorization applicable required for the operation of the activity or use of the business
How can I request the Single Permit?
The Single Permit is requested through a digital platform known as Single Business Portal or SBP. On this platform, both individuals and companies in Puerto Rico can file licenses, permits, certifications, authorizations, queries and complaints, as well as request incentives and carry out many other procedures.
The advantage of using this tool is the ease of managing your applications, which allows you to save time in filing and evaluating your applications. You also have access to information about your procedures 24/7 and you will receive email notifications about your requests. On the other hand, the Single Permit also gives merchants access to obtain incentives and financial products as well as local and federal economic aid during emergency situations. To obtain a guide and general information about the process and to access this platform, visit OGPe – Permit Management Office (pr.gov).
How much does it cost to get a Single Permit?
The costs of the process for the Single Permit vary depending on the type of business and the needs of the client, given that each license or permit required has a different cost. However, when filing your application, you will only have to pay 10% of the calculated cost, since once the evaluation of your case is carried out, you will be informed of the final cost of the Single Permit.
If you do not have internet access or have questions about the application process, you can obtain additional information by calling 787-758-4747, extension 5237, or writing to servicioalclientepermisos@ddec.pr.gov. You also have the option of visiting the OGPe regional offices located in Humacao, Ponce, Aguadilla and Hatillo. In addition, the Single Service Center (CUS), on the first floor of the Industrial Development building on Roosevelt Avenue in Hato Rey, you can receive guidance and help to complete your application.
